Frank Puccio comes to the Firm after an almost thirty-five (35) year legal career in the Bergen County Prosecutor’s Office. Mr. Puccio began his career in the Prosecutor’s Office as a law clerk and progressed through every rank of assistant prosecutor, including serving as the First Assistant Prosecutor from 1993 to 1997. After tours of duty performing jury trials, bench trials and appellate work, Mr. Puccio served in multiple supervisory positions in which he directed all types of criminal investigations, including homicides, sex crimes, arson, drug trafficking, gambling, extortion, fraud and domestic violence. While serving as the First Assistant Prosecutor, Mr. Puccio also conducted all media relations for the Prosecutor’s Office.
During the second half of his tenure with the Prosecutor’s Office, Mr. Puccio concentrated his efforts on the business and administrative aspects of the office. In that capacity, his responsibilities included the formulation and management of a $30 million budget, $2 million in capital bonds and $5 million of forfeiture funds; purchasing, including drafting publically advertised bids, requests for proposals and requests for qualifications; handling various personnel matters, including evaluations, discipline and authorization of Family and Medical Leave; the request, receipt and administration of grants; labor negotiations and the drafting of collecting bargaining agreements; leasing facilities agreements; anti-discrimination training and serving as a Hearing Officer. He also served as the office records custodian for purposes of the Open Public Records Act (OPRA) responding to all requests for public records and assisting outside counsel with OPRA litigation.
Mr. Puccio has been certified as an instructor by the New Jersey State Police Training Commission. He has instructed hundreds of police officers, recruits and assistant prosecutors in the Bergen County Law & Public Safety Institute, the New Jersey Attorney General, Division of Criminal Justice Academy and the Bergen County Prosecutor’s Office on multiple subjects including the Use of Force, High Speed Pursuits, Search and Seizure, Identification Procedures, Grand Jury Procedures, Media Relations and Ethics.
