Biography
Phil George is the head of the litigation
section for Eric M. Bernstein & Associates,
L.L.C. He adds over 20 years of litigation experience
to the Law Firm’s ability to meet a client’s
needs in Federal and State litigation, Workers
Compensation and Administrative proceedings. He
also is certified as a mediator and arbitrator
in Personal Injury and Commercial litigation.
At Eric M. Bernstein & Associates,
L.L.C., Phil George has successfully defended
County and municipal governments in civil rights,
“whistle-blower” and hostile environment
employment claims. He also represents government
in land use and inverse condemnation cases as
well as defending ordinances and regulations from
challenge on constitutional and statutory grounds.
Further, he has successfully defended government
in labor and collective bargaining litigation
in both federal and state courts. Recently the
administrative litigation beginning to form around
the “Right to Farm Act” impact on
municipal zoning has been added to the litigation
specialties of this section. He has also successfully
represented municipalities as Plaintiff in litigation
seeking reimbursement from insurance carriers
and financial institutions in commercial litigation
and environmental litigation.
Phil George has served as the
Municipal Prosecutor in the Township of Piscataway
and the Borough of Highland Park, Middlesex County,
as well as the alternate or Special Prosecutor
in the City of Plainfield and Borough of North
Plainfield and as Conflicts Prosecutor in Atlantic
City Municipal Court. He also prosecutes Land
Use and Zoning matters in North Hunterdon Regional
Municipal Court for several municipalities.
Before joining Eric M. Bernstein
& Associates, L.L.C. Phil George served as
an Atlantic County Assistant Prosecutor where
he handled special litigation, narcotics and white
collar investigations, arson and vice. Following
his entry into private practice he was an associate
in several Atlantic City, NJ law firms litigating
casino construction claims during the rise of
the Casino Gaming industry in Atlantic City and
also personal injury and workers compensation
claims. In addition he has represented both police
officers and municipalities in disciplinary actions
and defended numerous civil rights claims against
county and municipal governments.
Education
J.D., University of Dayton School of
Law in Dayton, Ohio, May, 1981. While in Law School
he served as the Confidential Aide to the Dayton
Chief of Police, a 1,000+ officer metropolitan
police force, as well as Quality Control Assistant
for LEXIS at Mead Data Central. He was also a
member of the National and International Moot
Court regional and national winning teams in 1980.

He has been the President of the Atlantic
County Bar Association and a delegate to the
New Jersey State Bar Association. He is
the father of three boys. His wife, Carolyn
M. Timmons is the Director of Childrens' Services
for Middlesex County, New Jersey and served as
a Councilwoman in Highland Park.
